What is the Conference of Parties (COP) and why is everyone talking about their 21st meeting in December? Which countries are likely to make climate mitigation pledges and will those pledges add up to enough to avoid global calamity? Are good faith promises enough? Why would countries actually meet their commitments without some kind of enforcement mechanism? Will the fairly massive promises of financial assistance to poorer countries actually going to be carried out? What form will the agreements take? Why would the US sign a treaty that the US Senate is unlikely to approve?
